UCBOE Gets Schooled on ESPLOST Renewal Process

Blairsville, GA – The Union County Board of Education (UCBOE) convened for their October Workshop and Meeting at 6 p.m. on Tuesday, Oct. 24, at the UCBOE Building in Blairsville, Georgia. Union County Schools (UCS) Superintendent Dr. Fred Rayfield and all Board Members were present.

The sole Discussion Item on the Workshop Agenda was an Overview of the ESPLOST (Education Special Purpose Local Option Sales Tax) Renewal Process. Gabe Agan and Todd Barnes, Associates with Raymond James (financial advisors), addressed the Board. Agan explained the renewal process bond issues, based on historical data, in terms of the estimated future financial position of UCS (please see video for the full presentation). Dr. Rayfield advised the Board to consider the possibility of a bond issue (incursion of debt) as an emergency measure, in light of the fact that UCS currently practices ‘Pay-As-You-Go’. He said he felt it would be wise to have the authorization language included in the referendum to be used strictly as an option. Agan said that putting a bond issue on the May 22, 2018 ballot, if it passes, does not obligate the Board to issue bonds. The Board indicated they would take this under advisement and thanked Agan for his presentation.

In other UCBOE news, Timothy Jennings, head of the Union County Extension 4-H in Blairsville, introduced senior members and staff from the UGA Extension Office. He then presented the Student 4-H Board. Elena Griggs, President of the 4-H Board, gave a presentation on what 4-H does in the community and a short description of after-school 4-H programs.

Dr. Rayfield presented Sheriff Mack Mason with the 2017 Partner in Education Award.

Dr. Rayfield recommended that the Board approve the June, July, and August 2017 Financial Reports. The reports were unanimously approved.

Following an Executive Session, the Board approved all new personnel recommendations.

UCBOE votes on ESPLOST V parameters, tables superintendent search

BLAIRSVILLE, Ga – The Union County Board of Education (UCBOE) convened for their November workshop and meeting on Nov. 21, 2017, at 6 p.m. at the UCBOE Building. Union County Schools (UCS) Superintendent Dr. Fred Rayfield and all board members were present.

ESPLOST V (Education Special Purpose Local Option Sales Tax 5) renewal parameters for the next five years were discussed at length. Dr. Rayfield recommended that the board keep the parameters unchanged from the current ESPLOST. With regard to the collection cap for the one penny sales tax over five years, Dr. Rayfield recommended that it be kept at $21 million. He also recommended that the language be kept in the referendum, which will be on the May 22, 2018, ballot, for the issuance of bonds and that the bond limit be kept at $13.5 million. The point was driven home by both the full board and by Dr. Rayfield that there is absolutely no intention to issue bonds (incur debt) except in the case of an unforeseen natural or terrorist disaster such that facilities were destroyed or the like. The board voted three to one with one abstention to keep the language in the referendum for ESPLOST V unchanged from the current ESPLOST and authorized Dr. Rayfield to move forward with notifying Harben, Hartley and Hawkins, LLP, attorneys for UCS. Dr. Rayfield presented a list of future projects as justification for ESPLOST V, which itemized only maintenance, upgrades and upkeep tasks to keep UCS a smooth-running, state-of-the-art facility. Ten more new buses (over the next five years) were also listed as a result of the past deficiency (over the last 10-15 years) in keeping the bus fleet up to date. (see video)

UCBOE Chairwoman Cynthia Odom informed the other members that, since their acceptance of Dr. Rayfield’s retirement request a week ago, she had contacted two school superintendent search firms: Georgia School Boards Association (GSBA) and King-Cooper & Associates. She said that she had invited Dr. Sandy Addis, an associate with King-Cooper, to present to the board because UCS had used King-Cooper in the past and because they were, by far, less expensive than GSBA. Dr. Addis addressed the board at length. Ultimately, the board voted to postpone (table) further discussion of the superintendent search process.

Dr. Rayfield introduced David Shanks, an official with the state of Georgia, to the board. Shanks presented UCS with a Plaque of Approval from the state of Georgia for its System Safety Plan and recommended that they implement testing exercises to keep the plan renewed and functional.

Dr. Rayfield presented the Union County Fire Department/Emergency Management Agency with a Partner in Education Award for its diligence and assistance in partnering with UCS for the safety and well-being of students over the past year. UCFD Chief and EMA Director David Dyer and the ‘B’ shift crew were on hand to accept the Award.

The Board approved:
• Principal’s quarterly reports;
• September and October financial reports;
• Proposed 2018 board meeting dates; and
• December 2017 board meeting date change to December 12.

Union County BOE to Purchase 10 New School Buses

Blairsville, GA – The Union County Board of Education held their regular monthly Work Shop and Meeting on Tuesday, Sep. 19, 2017, beginning at 6 p.m., at the Union County Schools offices. Superintendent Dr. Fred Rayfield and all Board Members were present.

Following preliminaries, discussion about the acquisition of school buses ensued. Dr. Rayfield deferred to Stanley Garrett for an explanation of the bids that were received. Garrett said the prices he received from Blue Bird were $100,999 for a regular 72 passenger flat nose diesel bus and $107,900 for a 54 passenger handicap accessible flat nose diesel bus. He said this includes air conditioning, cameras and GPS, all factory-installed. Garrett said Thomas quoted $101,348 for a regular 72 passenger flat nose diesel bus and $106,655 for a handicap accessible 48 passenger flat nose diesel bus, also with factory installed air conditioning, cameras and GPS. He said the prices for handicap accessible buses are always more because of the flat floor, tie downs and extra suspension necessary to support handicapped passengers.

Garrett explained that flat nose buses are much easier to turn around and see out of than long nose buses. That, he said, is why there are bids from only two companies; no one else makes flat nose buses. He said there are many locations in Union County where only a flat nose bus can turn around.

When asked by Board Chairwoman Cindy Odom what he would recommend as head of school transportation, given the prices were so close, Garrett said he would go with Blue Bird because all of our current buses are Blue Bird buses and we have an inventory of parts for them. To purchase a different brand of bus would mean adding a whole new inventory of parts. Also, he said, Blue Bird buses are riveted together, whereas Thomas buses are screwed together; and that, he said, is a big plus for Blue Bird because screws will back out over time, which would compromise safety and add to maintenance costs. Garrett also said he feels that Blue Bird buses are very well built and Blue Bird has been outstanding regarding any warranty issues that have arisen in the past. Garrett said he is still driving a 1990 Blue bird bus and said it’s as sturdy now as when it was new.

Dr. Rayfield explained, regarding the number of buses being considered, that most schools have a rotation schedule for their buses. Somehow, he said, UCS has gotten way out of rotation, possibly due to the ailing economy over the last decade. He said that the purchase of ten buses would not completely resolve that issue, but it would be a significant step forward in getting back to a less expensive rotation schedule. Garrett confirmed the issue in a separate phone conversation and added that the State of Georgia stopped the school bus replacement program a decade or more ago, which also caused the halt in bus rotation at UCS.

The Board voted unanimously, on Dr. Rayfield’s recommendation, to approve the purchase of nine new regular 72 passenger buses and one 54 passenger handicap accessible bus from Blue Bird using SPLOST funds.

In other BOE business, The Board approved the school calendar change to designate Sept. 25, 2017 as a make-up day for the Eclipse Event for students. Dr. Rayfield said that day had originally been scheduled to be a teacher work day giving students a day off.

The Board has chosen their yearly required governance training sessions for FY 2017-18 and Dr. Rayfield will begin the process of scheduling those sessions.

The Board approved the calendar change of the October Board Meeting to Tuesday, Oct, 24, 2017 (because Oct. 17, 2017 occurs during the Fall Break).

Union BOE Names Finalist for Superintendent Position

In a Called meeting Monday morning, February 15, the Union County Board of Education named Dr. Fred Rayfield of Bainbridge, Georgia as the single finalist for the position of Superintendent of the Union County Schools. The Board voted unanimously to name Dr. Rayfield as the single finalist for the position and announced its intention to name him as Superintendent after the 14-day period of public notice.

A native of Alabama, Dr. Rayfield earned his bachelor’s degree in Agricultural Education from Auburn University in 1988. He holds a master’s degree from the University of Georgia and a doctorate from Oklahoma State University. Dr. Rayfield has served as the Superintendent of the Decatur County Schools for the past six years.

In the coming weeks, details of Dr. Rayfield’s employment will be developed by the Board and formal action to employ him as Superintendent is expected in the coming weeks. The Rayfield family will establish residence in Union County in the immediate future, and specific details regarding his beginning employment date will be forthcoming.
